Ripple has introduced a multi-phase roadmap to prepare the XRP Ledger for a post-quantum future, targeting full readiness by 2028. In a new technical update, the company said the threat is no longer purely theoretical and that long-lived financial infrastructure must begin planning now, even though assets are not at immediate risk today. 

The roadmap shifts attention from the short-term XRP price debate toward core network resilience. That is a notable change in tone after the recent market focus stayed centered on chart breakdowns and long-range price targets. Ripple is now framing XRPL’s next major challenge as a cryptographic and operational transition rather than a simple protocol upgrade. 

Ripple Says XRPL Already Has a Practical Migration Base

Ripple argued that XRPL is not starting from scratch. The company said the ledger already supports native key rotation, allowing users to migrate away from vulnerable keys over time without abandoning their underlying accounts. It also pointed to seed-based key generation, which enables deterministic creation of new key material for a coordinated upgrade path. 

Ripple said those features are not post-quantum solutions by themselves. However, it described them as important building blocks that give XRPL a more practical migration path than networks where users would have to move assets manually into entirely new accounts. 

The company also highlighted a growing concern known as “harvest now, decrypt later,” where attackers collect public cryptographic data today and wait for future quantum systems to become strong enough to break it. That risk matters more for accounts that store value over long periods.

Four-Phase Plan Starts Now and Runs Through 2028

Ripple said the roadmap will unfold in four phases. The first focuses on Q-Day readiness, a contingency scenario where classical signature standards fail, and the network has to force migration into post-quantum secure accounts. In that case, Ripple said it is exploring quantum-based zero-knowledge proofs to help users prove ownership of existing keys without exposing them. 

The second phase, set for the first half of 2026, centers on quantum-risk assessment and testing of NIST-recommended post-quantum cryptographic schemes under real XRPL workload conditions. Ripple said it will study the performance cost of larger keys and signatures, including effects on storage, verification, bandwidth, and throughput. 

The third phase, planned for the second half of 2026, will bring candidate post-quantum signatures alongside current elliptic curve signatures into Devnet testing. Ripple also said it will explore post-quantum-friendly primitives for zero-knowledge proofs and homomorphic encryption tied to privacy and tokenization use cases. 

The fourth phase targets full-scale execution by 2028, when Ripple expects to propose a new amendment for native post-quantum cryptography and begin transitioning the wider XRPL ecosystem to the production level. 

Project Eleven Partnership Speeds Up Early Work

Ripple said it is working with Project Eleven to accelerate experimentation. That collaboration includes a hybrid post-quantum signing proof of concept, validator-level testing, Devnet benchmarking, and an early post-quantum custody wallet prototype. 

Ripple is treating quantum security as an infrastructure priority now, not as a distant problem for later. The XRP market debate may still revolve around whether the token can reclaim higher levels. Still, the company’s latest move shows that XRPL’s longer-term story is increasingly about whether the network can stay secure, fast, and usable in a post-quantum era.
